In previous studies, an exploration of the Unified Theory of Acceptance and Use of Technology (UTAUT) model with social isolation variables, and corona fear moderating variables was carried out on the Behavioral Intentions of the Learning Management System and the Behavior of the Use of Learning Management Systems among General or Vocational High School students. Information Technology provides solutions for the education system in Indonesia in these difficult times, so that the learning process can continue. Vocational High Schools and Universities also apply an online learning process from home. Several companies in Indonesia have to enforce working from home for all their employees, including educational institutions in Indonesia, from the level of Playgroups, Early Childhood Education, Kindergartens, Elementary Schools, Junior High Schools, Public High Schools or Senior High Schools. Various sectors must implement the policy. The impact of the virus is that the government has issued public policies, which include social distancing, social isolation, and self-quarantine. The COVID-19 pandemic that emerged in 2019, in wuhan, Hubei province, China has spread almost throughout the world, including Indonesia. This study highlights the need for further investigation to address the aforementioned challenges in e-learning. Meanwhile, institutions identify financial support and change management as challenging issues. On the other hand, lecturers are being challenged by competency, operational, self-regulation, and isolation issues. Our analysis shows that students are challenged by connectivity, e-learning system support, and technological and self-regulation issues. Data collected are then analyzed qualitatively using inductive thematic analysis technique, resulting in a taxonomy of e-learning challenges during a pandemic. This study starts by conducting a literature review concerning the challenges in e-learning in context of a pandemic. Hence, as this is an unprecedented situation, this study explores the challenges faced by universities as academic institutions, lecturers, and students. In this difficult situation, many university administrators, lecturers, as well as students may find it difficult to adapt to the so-called “new normal” ways of learning. As the governments have mandated universities to close their campuses, learning activities has been forced to move online. The pandemic has inevitably impacted social and economic activities of the nation, including those in the education sector. The world is currently battling the coronavirus disease 2019 (COVID-19) that has been declared as a global pandemic since mid-March 2020.
